International buyers at Vinhomes Hai Van Bay
Vinhomes Hai Van Bay does not offer home ownership to foreign organisations or individuals. International clients can only sign a lease with the developer. This page sets out the basis and what to clarify before signing.
What the documents say
- Letters No. 5557/SXD-QLN (10 April 2026) and 9555/SXD-QLN (3 June 2026) from the Da Nang Department of Construction state that the project is in an area where foreign organisations and individuals are not permitted to own homes.
- The September 2026 sales policies for all three districts state that foreign organisations and individuals may only lease homes from the developer.
- The Vịnh Mây deposit policy states that foreign clients may only register interest in leasing a home.
Compared with the general rule
The 2023 Housing Law allows foreigners to own commercial housing in some projects, within quotas and time limits. However, according to the Department of Construction letters 5557 and 9555, Hai Van Bay is in an area where foreign organisations and individuals may not own homes, so the general ownership rule does not apply to this project.
